Sort of a universal plate with a threaded hole in the center and 4 slots radiating out from the hole. An assortment of bolts is provided so that many different steering wheels can be accomodated. The center threaded hold takes the large threaded rod which is used to apply pulling force on the wheel, reacting against the steering shaft. And if this all makes sense, then you are smoking something!
